Summary: The nature of this work is to provide instructional design subject matter expertise, training, and strategic leadership services to develop, revise, and maintain asynchronous and synchronous training and
multimedia products in support of the U.S. Army Medical Center of Excellence (MEDCoE) at
Ft. Sam Houston, TX. Position may be remote if approved by the Government.

Job Description:

  • Provide technical knowledge and functional understanding of applications and operational environment of the subject matter, processes, procedures, systems, and operating requirements.

  • Provide a comprehensive analysis report that summarizes research and substantiates recommendations. Analysis tasks may require extensive research.

  • Identify and design the best approach to meeting training requirements to include developing learning outcomes, learning objectives, student centered learning activities, assessment items/strategies, delivery strategies.

  • Provide subject matter expertise during the design, development, evaluation and testing of courseware materials and/or instruction.

  • Assist in strategy development to evolve the practice of design with a focus on human-centered design principles with an application of equity and justice frameworks within traditional ISD models.

  • Research and gather data; develop plans, communications, briefings, and policies; load and maintain courseware files; coordinate repair options and decisions with proponents; repair/modify courseware; re-develop courseware that cannot be repaired; complete course academic; and test and validate products on target learning management system.

  • Provide detailed update briefings to the corporate Program Manager and COR on any critical issues requiring prompt attention prior to the actual suspense for deliverables.

  • Work with various internal/external government stakeholders/partners to identify training needs, design, and create instructor led, computer based, and virtual training using cutting-edge technology and innovative solutions.

  • Senior Creative Director/Site Lead to foster a collaborative development process while working closely with government and contract instructional designers, training specialist/developers, media specialists, programmers, subject matter experts, project sponsors and key project stakeholders.

  • Produce required deliverables, including Monthly Status Reports and various project documentation.

  • Serve as client subject matter experts/program managers in planning, organizing, and directing the completion of specific projects while ensuring these projects are on time, on budget, and within scope. Implement detailed timelines and status reporting mechanisms for projects.

  • Monitor the timely completion of planned project tasks with all affected departments and communicating delays that occur.

  • Recommending alternatives to internal and external management to get projects back on track.

  • Prepare and present professional, high-quality, and timely deliverables and status reports.

  • Provide technical advice and assistance to all levels of management officials within MEDCoE.

  • Assist in the development of guidance, procedures, and standards for new and/or changing program development processes.

  • Assures that all policy, regulatory and program issuances are properly integrated in alignment with government requirements.

Preferred Qualifications:

  • Areas of specializations: Doctors (All Medical Specialties) Level IV, Physician Assistants Level III, Nurses Levels II-III, Paramedics Levels I-II, Combat Medics Level I.

Required Qualifications:

  • Master's Degree in Education or related field (years of experience plus a Bachelor's Degree may qualify)

  • 15+ years of experience required. Special skills or specialized knowledge or deep understanding of managing the development and or revision of specialized training for large organization(s):

  • Design Thinking: Human Centered Design

  • Learner-centric design strategies

  • Strong analytical skills

  • Effective communication

  • Visualization skills

  • Experience with Instructing/Facilitating

  • Analyst

  • Complex project Experience (Level 3-4)

  • Educational Curriculum Program Management experience

  • Experience working within a DoD Program Center of Excellence

  • Proven leadership capabilities within a Center of Excellence environment
