Job Summary

The Director of Operations within Enterprise Emergency Management (EEM) provides strategic direction and execution of emergency management operations, logistics and preparedness across UCSF. This role involves leading personnel, implementing programs, managing budgets and ensuring compliance with federal, state, and local regulations. The Director is responsible for developing new programs within EEM including initiatives that address changing regulations and initiatives.

The Director takes EEM strategies, established objectives, and determines the necessary resources to achieve short and long-term goals and deliverables. This position, directly and with delegated staff, engage with departments across UCSF to provide emergency management direction, expertise and support. This includes overseeing specialized technical programs in emergency management and serving as an organization expert. The Director also provides leadership, program development and resource management for operational and logistical requirements that support UCSF in all phases of emergency management and business continuity and resiliency in alignment with UCSF's mission and values.

As part of the EEM leadership team, the Director may act on behalf of the Executive Director as needed and collaborates closely within EEM, across UCSF, and with external organizations. They lead staff in executing operational and logistical support for incident management and incident support needs. This includes communication systems and disaster equipment and supplies. The Director also provides leadership and serves as a primary point of coordination for UCSF enterprise-wide departments and programs for preparedness, mitigation, response, recovery, and resilience efforts.

Department Description

Enterprise Emergency Management at UCSF focuses its work on the four phases of Emergency Management (Preparedness, Mitigation, Response, and Recovery) and Business Continuity. This work helps maintain a safe environment for the people of and at UCSF and the surrounding community during normal and emergency situations. Enterprise Emergency Management strives to be a national and international leader by developing and maintaining high functioning emergency management and business continuity programs that implement and develop best practices, using a progressive and modern approach to an ever-changing environment.

Required Qualifications

  • Bachelor's degree in emergency management, public administration, health or higher education management or a related field or four years of relevant experience.
  • Seven (7) or more years relevant progressive experience.
  • Comprehensive knowledge and understanding of emergency management requirements, logistics, operations, rules, regulations, and laws at the local, state and federal level. Plus if knowledge with health systems and higher education.
  • Strong management skills to effectively lead and direct subordinate staff who are assigned duties in different programs; skills to effectively integrate several highly regulated subject and program areas
  • Solid written, verbal, and interpersonal communications skills, including political acumen and skill to effectively communicate with diverse constituencies and senior management.
  • Solid skills to create, develop, and implement emergency management projects / programs.
  • Ability to respond to and direct the response and recovery to emergency management situations. appropriately and efficiently including follow-up evaluations, critique of response and recovery efficacy, and recommending and implementing changes as required.
  • Ability to work collaboratively with a range of stakeholders, demonstrating excellent negotiation and influencing skills.
  • Demonstrated resiliency and adaptability in a fast-paced, dynamically changing environment.
  • Knowledge of federal, state, and local emergency management protocols and regulations.
  • Demonstrated skills, knowledge and abilities to foster diversity, equity, inclusion, and anti-racism contributing to an inclusive work and learning environment.
  • Skilled in working independently and following through on assignments with minimal direction.
  • Skilled at recognizing the organizational, operational, and cultural differences in order to guide decision-making around when to use a standard approach or needed adaptability to
  • achieve needed outcomes.
  • Proven experience in emergency management in a leadership or management role preferably working with or within the healthcare and/or higher education sectors.
  • In-depth knowledge of federal, state, and local emergency management laws, regulations, and guidelines, preferably as they relate to healthcare and higher education institutions.

Preferred Qualifications

  • Master's degree.
  • Certified Emergency Manager at state, national or international program.
  • Health system and/or higher education related Certification(s).
  • Qualifications (past or current) in Incident Command System/Incident Management/Support related positions from an accredited government organization.
  • Knowledge of health systems and higher education operations.
