Job DescriptionABOUT CAPITAL FINANCE
The Capital Finance group sits within Financial Services in the San Francisco Public Utilities Commission and is a team of five professionals supporting the agency's capital financing activities including capital markets transactions, banking agreements, commercial paper program activities, credit rating activities, investor relations and debt administration, among others. Under the leadership of the Capital Finance Director, the team manages the day-to-day administration of the SFPUC's more than $9.35 billion outstanding debt portfolio. The team manages the daily operations of the SFPUC's $1.5 billion Interim Funding/Commercial Paper Programs across three enterprises, Water, Wastewater and Power (including the administration of 12 series of commercial paper, two revolving loans, and one credit agreement with separate bank facilities and multiple dealers), multiple federal WIFA loans, State Revolving Fund loans and other new financing tools. The team is actively involved in exploring new financial tools, including joint financing arrangements and new federal tax credits, as the SFPUC's capital needs evolve and based on new governance structures and federal and state initiatives.
The Capital Finance team leads the issuance of new financing, with the largest share of borrowing through tax exempt enterprise revenue bonds for the SFPUC's four distinct rated credits. The SFPUC's current adopted 10-year financial plan (2025-2034) calls for the issuance of an additional $3.4 billion of Water financing, $6.2 billion of Wastewater financing and $1.5 billion of Power financing, or more than $11.1 billion of financing over the next decade.
Since 2015, the SFPUC has issued more than $4.4 billion in green bonds to finance Water, Wastewater, and Power capital projects that advance climate change mitigation or adaptation, making the SFPUC one of the largest, most innovative and most recognized municipal issuers of green bonds in the United States.
Position Summary
Under general direction of the SFPUC Capital Finance Director, the Principal Administrative Analyst II (Capital Finance) functions as a member of the Capital Finance team responsible for managing and performing professional-level analytical work to support funding for the capital programs of the SFPUC's Water, Wastewater, Power Enterprises and CleanPowerSF Program. The Principal Administrative Analyst manages, plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the areas of budget, financial/fiscal, economic, legislative and administrative policy and/or contract administration.
This position will be responsible for managing all aspects of bond transactions, including ongoing bond compliance and administration, as well as other special projects and analyses. The Analyst will assist in the structuring of both new money and refinancing transactions through the public capital markets or direct placements with federal and state programs, working closely with the Loans and Grants team which assists in applying for such facilities. The position includes close coordination with divisions and leadership throughout the SFPUC to determine the timing and sizing of debt issuances. The Analyst will provide difficult, complex, sensitive, detailed analytical work to help manage the SFPUC's debt portfolio, including analysis and recommendations involved in debt finance risk management, issuing new debt, developing policy and procedures, monitoring and administering debt portions of the ten-year financial plan and preparing a variety of comprehensive, complex and sensitive financial reports for a variety of audiences. This position involves working with attorneys in the drafting and understanding of detailed legal documents governing such financial programs.
In addition to the primary responsibilities referenced above, the position will support general debt activities in coordination and collaboration with other analysts on the team, as well as municipal advisors, consultants and legal counsel:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Selection Procedures:

The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of the principles and techniques of financial accounting and budgeting, especially related to municipal financing; Ability to collect, synthesize, and analyze a wide variety of information and data; Ability to plan, prepare, review, and present clear and concise findings and reports; and Ability to communicate effectively, orally and in writing, with management, officials, representatives of other agencies, and the general public.
Applicants will be given a deadline to return the Supplemental Questionnaire Examination. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to the eligibility list resulting from this process. All applicants' responses to the Supplemental Questionnaire Examination are subject to verification.
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
