Job Summary

Supervises clinic operations, typically spanning multiple providers, clinics and / or practices. Subordinates include staff involved with professional operational functions. Oversight of administrative areas such as practice revenue management, billing systems and procedures, facilities and safety procedures, registration, new patient coordination, scheduling, medical records storage and maintenance, insurance authorizations. May also supervise patient support staff such as medical assistants or LVNs, in coordination with the nursing lead.

Bridge Clinic is a low barrier clinic for people who would like to change their relationship to drugs and alcohol. Located at Zuckerberg San Francisco General Hospital, Bridge Clinic treats patients who seek to cut back or quit alcohol, drugs, or tobacco. Bridge Clinic offers medications, overdose prevention counseling and supplies, group visits, and referrals to residential treatment or recovery groups, primary medical care, and/or mental health treatment. In partnership and consultation with the Medical Director and clinical leadership, the Bridge Clinic Administrative Supervisor will help lead day to day operations of the Bridge Clinic and help lead the expansion of Bridge Clinic services. This position will be a role model for compassionate care for people who use drugs and alcohol.

Currently, Bridge Clinic hours are limited to in-person and telephone clinic Monday through Friday afternoons. Starting in Spring 2024, Bridge Clinic will expand to a full day clinic with comprehensive staffing (one provider per half day, navigators, social workers, and nursing on site). This position will administratively lead expansion of the Bridge Clinic, including recruitment and supervision of multiple staff members including social workers and substance use navigators. Separate team members will supervise physicians, pharmacy, and nursing staff, however the Administrative Supervisor will support onboarding and scheduling efforts for the full clinical team.

Additionally, this position will be responsible for clinic scheduling, compliance with regulatory requirements, performance management, and documentation; lead quality improvement efforts; and help manage clinic budget in consultation with the Operations & Finance Director. As clinic hours and staffing grows, this position will lead an effective expansion in close partnership with the Bridge Clinic Medical Director and leadership of impacted services.

Because the Bridge Clinic is located within the Family Health Center, Family Health Center leadership team will set clinic-wide policies and procedures, while the Bridge Clinic Administrative Supervisor will lead policies that are specific to patients seen in Bridge. This position will help ensure effective collaboration by the Bridge Clinic with Family Health Center leadership team, Positive Health Program leadership team, and inpatient Addiction Care Team. This position is critical to ensuring that patients have smooth care transitions.

Department Description

The Bridge Clinic at Zuckerberg San Francisco General hospital is a low barrier clinic for people who would like to change their relationship to drugs and alcohol. The Bridge Clinic works to make substance use disorder treatment and safer use as accessible as possible for patients, including those referred from primary care, hospital/emergency department, or community settings. The Bridge Clinic is located within the Family Health Center primary care clinic and collocated with rapid access HIV/HCV treatment programs.

The Department of Family & Community Medicine (DFCM) is engaged in research, teaching, training, service and clinical activities located at seven primary UCSF and leased sites in San Francisco (Parnassus, ZSFG - Buildings 80, 90, 20 and the Main Hospital, Mission Center Building, Laurel Heights, Mission Hall, Lakeshore, Lakeside) as well as the OSHER center, Women's Health and the UCSF Primary Care Practices at China Basin and Laurel Village and at various local community, national and international research/service/education training and clinical sites. In addition to the Department's Family Medicine Residency Program located at ZSFG, the Department has affiliated residency programs in Fresno, Salinas, Santa Rosa, Kaiser Vallejo, Santa Rosa, and Contra Costa Health Systems. Authority and accountability for the Department reside with the Department Chair who delegates authority to Vice Chairs, the Executive Council, Directors and Chiefs of Service and their Administrators and the Department Associate Chair of Administration and Finance.

The mission of the Department of Family & Community Medicine (DFCM) is to educate students and residents in family medicine with an emphasis on meeting the needs of the economically disadvantaged and the medically underserved, advance knowledge in family and community medicine and develop methods of primary care that are effective, efficient, and accessible to all people.

DFCM is nationally recognized for our pioneering research programs in primary care and community health. The DFCM has a large teaching, research and clinical set of programs and activities based at Zuckerberg San Francisco General Hospital where this position is based. The Family Health Center (FHC) provides the full scope of primary care services for children, adolescents, adults, the elderly, and homebound patients. Services include continuity and urgent care for all ages, prenatal care and perinatal case management, family planning, HIV family clinic services, well child care, minor office procedures, mental health services, social services, substance abuse counseling, nutrition consultation, diabetes education and case management, nurse care management and more. Care is delivered within a primary care continuity provider model that optimizes use of health care resources. FHC patients reflect the rich ethnic and socioeconomic diversity of San Francisco.

Required Qualifications

  • Bachelor's degree in related area and / or equivalent combination of experience / training.
  • Minimum 5 years of related experience
  • Minimum 3 years of experience as a lead/supervisor/manager.
  • Demonstrated supervisory and organizational skills to effectively supervise staff and to manage the complex workflow and multiple priorities involved with clinic / center administration.
  • Strong knowledge of human resources management policies, with the ability to train, monitor, evaluate, and document human resources issues and performance, and to participate in decision-making on human resources matters.
  • Strong analytical and critical thinking skills, with the ability to quickly analyze problems, determine appropriate level of intervention, and develop and apply effective solutions. Strong interpersonal skills for effective collaborations with all levels of management and staff, consultants, and outside agencies.
  • Strong written and verbal communications skills, with the ability to train and mentor subordinates, to convey complex administrative, clinical, and technical information in a clear and concise manner, and to prepare and present a variety of reports, documentation, analyses, and project proposals.
  • Demonstrated ability to support people who use drugs or alcohol in a compassionate and stigma free way
  • Demonstrated ability to engage with budgets, grant proposals and contracts, interest in building skills to lead these efforts
  • Demonstrated ability to provide innovative solutions and creative approaches to a broad range of complex administrative management issues.
  • Experience ensuring that quality assurance goals/objectives are met.

Preferred Qualifications

  • Strong knowledge of practice operations, patient-scheduling systems, medical and insurance terminology, applicable information systems, patient service standards, and regulatory requirement and best practices.
  • Strong knowledge of business software and specialized applications and data management systems used in clinic / center operations.
  • At least 6 months prior experience working with people who use drugs or alcohol
