Job Summary

UCSF Health Procurement Services - Contracting, is looking to add a Senior Contract Officer to its contracts team to negotiate commercial-related agreements for a variety of Departments and executive stakeholders for a leading California and nationally renowned health system. Types of agreements include Master Service Agreements, Purchase Agreements, Professional Services Agreements, Technology Agreements including Software/Cloud and SaaS Agreements, and Business Associate Agreements. The ideal candidate will be an analytical thinker with a system-driven approach and excellent judgment who can translate legal concepts, possesses business acumen, enjoys a dynamic, collaborative environment, and is a team player with a great sense of humor.

This role uses advanced contract administration skills to draft, negotiate, and execute highly complex or customized contracts with minimal supervision. Provides consultation, advice on drafting complex contracts, and assistance in the interpretation of contract language, which may include consultation with Counsel, subject matter experts (i.e. Privacy, Risk, IT Security, Compliance, etc), and guidance from University policies and procedures. Ensures compliance with applicable federal, state, and local laws, UC, Public Contracts Codes, and UCSF Health contracting policies and procedures. Has a solid understanding of contract issues and terms, including those related to intellectual property, health care, and data privacy. Continually identifies opportunities to contain costs. Monitors vendor products and services to ensure they are aligned with the contract. Ability to work both independently and collaboratively with the contracting team, UCSF business stakeholders and management, and external Vendors, including (1) the ability to prioritize and manage a high volume of agreements, and maintain excellent work product, in a fast-paced environment; and (2) ability to effectively communicate with, and thoughtfully present information to, department heads and other internal stakeholders.

Required Qualifications

  • Bachelor's degree in a related area and/or equivalent experience/training.
  • Advanced knowledge of contracting principles and practices, methods, and procedures used in competitive procurement, including value analysis, and source selection techniques.
  • Five (5) plus years of experience in contracting, legal, and/or other negotiation experience in the public or private sector, preferably in a healthcare-related institution or comparable experience/education, and excellent judgment and business acumen.
  • Advanced written, verbal, and interpersonal communications; advanced ability to deal with broad and diverse constituencies with advanced customer service orientation and skills necessary to develop cooperative working relationships with a wide variety of UCSF Health System personnel and vendors
  • Advanced listening, political acumen skills problem recognition, avoidance, and resolution skills. Must be able to make sound and accurate judgments in emergencies. Must treat all vendors with equal justice. Must be tactful when dealing with vendors and user departments.

Preferred Qualifications

  • Master's degree in a related area such as Master in Law (LLM); Master in Public Health (MPH); Master in Business Administration (MBA); Master in Public Policy
  • Juris Doctorate and/or specialized contracting experience
  • Advanced knowledge of the organization, including its infrastructure, goals, mission, rules, policies, guidelines, etc.
  • Ability to use tools and technology to manage contracting and related work and respond to inquiries and support audits, investigations, and litigation
  • Advanced knowledge of contract law, the California Public Contract Code, and an advanced understanding of the University's Business and Finance Bulletins and other relevant rules, guidelines, policies, and practices.
  • Advanced knowledge and understanding of specific contracting assignments.
  • Advanced organizational, presentation, and negotiation skills. Demonstrated experience in presenting proposals to high levels of management. Be able to independently negotiate with vendors to obtain the best value and outcome
  • Knowledge and experience in government contracting and applicable areas of law such as privacy and data security, labor and employment, intellectual property,
  • Background or some exposure to healthcare or related industries such as biotech or pharmaceuticals
  • Applicable Certification such as Certified Professional in Supply Management (C.P.S.M), Certified Compliance and Ethics Professional (CCEP), Certified Information Privacy Professional (CIPP)
