Department Overview

The Rates department within PG&E's Corporate Affairs organization develops and provides regulatory expertise in all gas and electric rates proceedings at the California Public Utilities Commission (CPUC). In addition, the Rates team conducts cost of service analysis, forecasts revenues, analyzes trends and underlying drivers impacting rates and bills, and supports other organizations in understanding customer usage trends as applicable towards reviewing and enhancing various PG&E programs.

Position Summary

Conducts quantitative analytical work in support of various regulatory proceedings. Develops and sponsors cost allocation, revenue recovery, rate design proposals in regulatory proceedings. Develops, reviews and analyzes testimony, discovery, and other case materials. Develops revenue and rate forecasts. Develops and administers advice letters and tariffs. Develops and implements rate and cost recovery-related policies and programs. Develops and maintains relationships with various stakeholders as part of the regulatory process. May act as or support an expert witness.

The role is classified as hybrid (0-3 days per week in office), working primarily from your remote office and in-person in the Oakland General Office to attend team meetings or as business needs require.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. This job is also eligible to participate in PG&E's discretionary incentive compensation programs.Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:

Bay Area Minimum: $102,000.00
Bay Area Maximum: $162,000.00

Job Responsibilities

  • Acts as a witness assistant for areas of quantitative regulatory expertise/ support testimony and analysis for other witnesses.
  • Supports development of settlement documents and communication materials.
  • Works with stakeholder departments to develop implementation procedures and obtain internal buyoffs as needed.
  • Applies detail models analysis and interprets results for inclusion in a filing or preparation of business case. Assists in the identification of situations where model or assumptions need to be adjusted and the cross- departmental impacts of resulting analysis.
  • Assists in developing a compelling business case for changes to, or development of, new rates or rules, and prepare product for filing.
  • Assists with building in controls to ensure that the modeling, applications, inputs and assumptions are accurate.
  • Coordinates with stakeholder departments to identify and address potential business and operational impacts across PG&E resulting from cost allocation or rate policy changes.
  • Develops cross-organizational relationships.
  • Leads small cases, or portions of a larger case.
  • Prepares technical content for somewhat complex data responses.
  • Reviews and summarizes proposed decisions, testimony, and agreements, consistent with the written facts. Identifies interrelations and linkages to previous/related regulatory decisions.

Qualifications

Minimum:

  • Bachelor's degree in business administration or job-related discipline or equivalent experience
  • 4 years of job-related experience

Desired:

  • Master's degree in business administration or job-related discipline or equivalent experience
  • 5 years of job-related experience.
  • Experience in project management.
  • Experience in regulatory affairs.
  • Strong skills in Microsoft Excel, Word and PowerPoint
  • Strong quantitative and analytical skills to analyze, and interpret data and effectively communicate findings.
