Pay Range: $220 - $250K/yr
POSITION SUMMARY: As a transformational leader, the Vice President of Elwyn California drive a best-in-class culture within our Intellectual and Developmental Disabilities (IDD) program service areas--including Supports for Living (residential), and Employment and Adult Day Services--and one that delivers exceptional care to the people, families and advocates we serve, and that takes care of our employees so that they can care for our customers. This position strategically drives the overall operation and operational and financial results for the California business.
This key leader sets the direction for all of the CA program service areas of the organization to enable our Core Values to come alive and our mission to be permanently sustained. The senior Elwyn California leader in our organization has responsibility for performing oversight of the programmatic policies and practices of all of Elwyn California's IDD program service areas; upholding the ethical and social consciences of business and society as it pertains to the provision of services to our IDD customer population; and for having a thorough working understanding of the legal and regulatory climate in which Elwyn and Elwyn California operates.
DUTIES AND RESPONSIBILITIES:
* Plans, develops, organizes, implements, directs and evaluates Elwyn California's program service areas and performance as it relates to driving behaviors, culture, and operating results
* Participates in the development of the organization's IDD plans and programs as a strategic partner, particularly from the perspective of the impact on people and culture, as well as on customers and their families
* Translates the strategic and tactical business plans into operational plans within the IDD program service areas
* Evaluates and advises on the impact of long-range planning of new programs/strategies and regulatory action as those items affect the corporate strategic initiatives and targets for serve area growth of the organization as it pertains to IDD programs
* Evaluates the IDD program service areas structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as for providing individuals with professional and personal growth opportunities
* Strategically positions Behavioral Health Services and IDD Services for Managed Care privatization initiatives and trains staff in managed care principles
* Drives the Corporate goals for performance, both programmatic and financial, ensuring IDD program operations operate in a fiscally prudent manner and within established budgets
* Establishes credibility throughout the organization to be an effective listener and problem solver of people issues
* Collaborates with other members of senior management to create an environment that encourages and rewards cooperative efforts between all Elwyn service areas that are in the interest of Elwyn and its consumers
* Provides a setting that encourages the balance of clinical and business priorities and promotes best practices across programs
* Develops and maintains positive relationships and nurtures confidence of funding agencies, and others who provide material support to assure that their needs are met
* Assures that an outcome focus is maintained
* Assures that all programs meet the credentialing requirements, licensure, certification and accreditation
* Assures customer satisfaction
* Inspires a shared vision of the Corporate Core Values and Mission and culture
* Works with other Elwyn and Elwyn California executives in the development of new business
* Communicates goals, objectives, and ongoing achievements regularly and clearly to staff, families, and customers
* Establish annual budgets for each IDD program service area in coordination with corporate finance group
* Monitors changes in competitive practices
* Drives the Corporate goals for performance, both programmatic and financial, ensuring IDD program operations operate in a fiscally prudent manner and within established budgets
* Drives the development of organizational resources via fundraising, grants, or proposals
* Monitors changes in competitive practices
* Establishes strategic direction to increase business levels. Works with state officials as necessary to enhance Elwyn footprint.
* Identifies opportunities in other states to implement Elwyn model to close state facilities.
* Establishes business plans and growth targets to enhance Elwyn's presence and expand its reach and ensures corporate structure is implemented to support business plans
* Provide supervision of assigned staff in the areas including, but not limited to, recruitment, selection, leadership, coaching, training, performance management, promotion, discipline and termination
* In coordination with Corporate directives and the Learning and Development Department, assists in establishing training plan for all IDD programs
* Perform other duties as assigned
IMMEDIATE SUPERVISOR: Chief Operating Officer
DIRECT REPORTS: Executive Director, Sr. Directors of Operations, Director of Operations
CONTACTS: Customers and their families and advocates; Elwyn executive management team; Board of Directors; management staff; Elwyn employees; physicians and other healthcare providers, industry association members and representatives; community members; community leaders and business executives; community provider representatives; vendors; consultants; legislators; bargaining unit leaders and business agents; attorneys; and contacts/representatives at governmental agencies, payers, and funding agencies
EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS:
* Bachelor's degree preferably in Human Services, Business Administration, or related fields; Master's degree preferred; JD or doctorate degree an advantage
* Ten (10) years of successful and proven experience directing IDD program and service functions as senior leadership position in a similarly-sized organization with progressive management experience at corporate level and with Board level experience; demonstrated strong, well-balanced leadership skills
* Additional ten (10) years of direct practice and service provision in the IDD program and service field, including adult vocational program experience, healthcare, day programs, and residential programs
* Five (5) years of Managed Care (MCO) experience
* Experience with multi-divisional and multi-state organization, with demonstrated operations management experience
* Expertise in clinical service program development and service delivery to individuals with intellectual and developmental disabilities
* Demonstrated ability to develop and organize responses for proposals and information (RFP/RFIs) for new IDD program opportunities; demonstrated ability to find and successfully respond to grant proposals to capture new revenue sources
* Extensive experience in not-for-profit business
* Demonstrated experience in developing and managing multi-program annual budgets in coordination with corporate finance group
* Affiliations with service and industry associations
* Demonstrated change management experience, having effectively guided organizations through large-scale change such as a merger, acquisition, culture transformation or major leadership transition
* Demonstrated experience in strategic planning and implementation; ability to lead the strategic planning process is a strong plus
* Demonstrated ability to create actionable program service area reports capturing relevant data and metrics to analyze program performance and drive growth, outcomes, and effective decision-making
* Exceptional skill in verbal communication and presentation skills to motivate, inspire, and inform; strong written communication skills
* Demonstrated track record to build, motivate and lead a team with diverse points of view that feel respected and feel they have contributed fully to results
* Known for setting and achieving aggressive goals and holding others accountable for doing the same
* Demonstrated ability to work effectively as part of a team
* Ability to work in a fast-paced environment and manage and prioritize multiple, often competing, priorities
* Demonstrated strong attention to detail
* Demonstrated strong time management and organizational skills
* Demonstrated excellent judgment with the ability to independently solve problems and make decisions with little or no need for direct supervision
* Demonstrated ability to anticipate future needed changes or identify problem areas and take effective actions
* Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record
