Job Summary
The Privacy Manager plays a critical role in the development, implementation, and oversight of the Privacy Compliance Program for the UCSF enterprise, which includes the Schools of Medicine, Nursing, Dentistry, and Pharmacy, all UCSF Campus Departments, UCSF Health, UCSF Benioff Children's Hospital Oakland and the UCSF Health Network.
The Privacy Manager must possess comprehensive knowledge of the HIPAA Privacy and Security Rules for the development and enhancement of a robust privacy compliance program.
The Privacy Compliance program consists of: privacy education and training, research privacy compliance, development and maintenance of privacy and compliance-related policies and procedures, privacy compliance governance and oversight, as well as the auditing and monitoring of privacy compliance activities such as privacy training and operational compliance. The UCSF Privacy Compliance program also includes regulatory support for privacy compliance concerns and issues across UCSF enterprise, including BCH-Oakland and UCSF Health Network.
In addition to the core responsibilities, the Privacy Manager is tasked with:
1. Coordinating and developing intake strategies for privacy and compliance activities to ensure a systematic approach to identifying, managing, and resolving privacy concerns and compliance issues within the enterprise.
2. Collaborating with department management to develop effective workflows and documentation standards that ensure all privacy and compliance activities are clearly documented and maintained according to the highest standards.
3. Monitoring risk trends by analyzing compliance data and industry trends to assess and implement risk mitigation activities.
4. Assisting the Privacy and Data Security Compliance Officer in the development of the Privacy annual risk assessment, and the creation of detailed work plans based on risk assessment findings, as well as ensuring the execution of these plans to address identified risks in a timely and efficient manner.
5. Preparing and presenting reports and presentations that capture the progress, outcomes, and insights derived from the risk assessments, work plans, and the overall functioning of the privacy and compliance program.
The Privacy Manager is instrumental in ensuring that the UCSF Enterprise, which includes the Benioff Children's Hospital Oakland and UCSF Health Network workforce, receives pertinent education on compliance and privacy-related regulations, policies, and procedures. They continuously assess the effectiveness of the privacy education program, making necessary updates and keeping UCSF leadership informed of progress and issues.
Moreover, the Privacy Manager manages the Research Privacy Compliance Program, which includes management of the multidisciplinary Research Privacy and Security Committee, which is responsible for tracking research privacy issues and risks and recommending mitigation strategies.
The Privacy Manager is responsible for leading the privacy program staff in a manner that aligns with UCSF's PRIDE values, collaborating with other department managers to foster employee development and retention, and ensuring that the staff is fully aware of their role in supporting the UCSF privacy compliance program.
The Privacy Manager also functions as a key representative for the Privacy and Data Security Compliance Officer in complex executive meetings, conference calls, committees, and other significant engagements etc., and ensures UCSF's privacy compliance program is effectively communicated and implemented. The Privacy Manager also serves as a backup for managing complex investigations and responses to regulatory agencies.

Department Description
The Office of Healthcare Compliance and Privacy (OHCP) partners with the UCSF community and senior leadership to coordinate and guide compliance efforts across the campus and health system. OHCP is responsible for oversight and compliance with all laws, regulations and policies related to Privacy and Healthcare Compliance, which includes prevention of fraud, waste and abuse in federal healthcare programs. The department provides compliance oversight in these areas for the entire UCSF enterprise, including the School of Medicine, all UCSF Campus Departments, UCSF Health, Langley Porter Psychiatric Institute, Benioff Children's Hospital Oakland, and the UCSF Health network.
The Privacy unit within OHCP provides privacy compliance oversight (including privacy consultation, education and training, risk mitigation activities and investigations) for the entire UCSF enterprise, including the Schools of Medicine, Nursing, Dentistry and Pharmacy, all UCSF Campus Departments, the UCSF Health System, Langley Porter Psychiatric Institute, Benioff Children's Hospital Oakland and the UCSF Health Network.
